SIMULATION EVALUATION OF THE EFFECTIVENESS OF INFORMATIZATION OF EDUCATIONAL PROCESS IN MILITARY INSTITUTE

This paper discusses the problems associated with the introduction of information objects in the educational processes of military universities. Certain complex goals have been identified in the informatization of learning processes. The IDEF0-diagram of the choice of ways to improve the efficiency of informatization of education is given. When the path is chosen, it is necessary to initially assess the importance of each complex goal for a military University, taking into account a variety of external factors that determine the development strategy of the military University. The scale of estimation of how the measures connected with increase of efficiency of processes of informatization in education are realized is given. The recommendations for decision-making on the importance of the use of information objects, depending on the criteria used. The algorithm of increasing the efficiency of informatization processes in education is given. The algorithm which is connected with calculation of weight coefficients on expected results of introduction of objects of informatization taking into account how they influence on expected results of training is considered. It is based on the principal component method. It is shown how the contribution of the expected results of informatization to the evaluation of education is calculated.

MODEL AND ALGORITHM THAT OPTIMIZE THE CHOICE OF A TRAINING AREA AT A MULTI-PURPOSE TRAINING

The article deals with the problem of how to optimize the distribution of students according to the areas of training in the groups of multi-purpose training. Training and retraining of professionals in fact presupposes facilitating the optimal individual educational trajectory for each specialist. There is a need to form groups of multi-purpose training since, on the one hand, certain training areas are unique and there is a lack of the pertinent categories of students, and on the other hand, related areas require similar training trajectories. It will contribute to saving resources of an educational institution and sometimes can increase the training efficacy. The training trajectories in such groups can overlap, which makes it possible to dynamically redirect students to subgroups that master different competences. When organizing a multi-purpose training the primary task is to choose the training area for each specialist, and the corresponding mathematical apparatus to optimize this task has not been studied sufficiently. This research carries out a mathematical approach to this problem. The article defines two stages of its solution: 1) assessing the perspectives of students to form competencies in accordance with the training areas; 2) finding an optimal way to distribute the trainees in the areas of training. The paper suggests an algorithm for solving the problem.

TRAINING OF CONSUMERS GLONASS EQUIPMENT ON THE BASIS OF THE HARDWARE SOFTWARE MODELING COMPLEX NAVIGATION MONITORING SYSTEMS
FOR MANAGING MOBILE OBJECTS

The purpose of this article is to develop a methodology for effective training of users of GLONASS navigation and monitoring systems using a specialized hardware-software modeling complex based on an interactive training system, as well as a description of the structure and composition of the modeling complex. The realized interactive educational complex is viewed as a structure that includes components of the management system for mobile objects of the internal affairs bodies, as well as bilateral and multilateral ties between them. An interactive educational complex for training ATS employees includes knowledge bases for maintenance, logistics and repair of navigation monitoring systems, as well as a modeling part that allows to solve applied tasks related to monitoring and management of mobile assets. Technical support for the training and testing of students is realized with the help of hardware and software tools and multimedia programs that in an interactive mode allow creating an effective training system by interaction of the teacher as a subject of this system with another subject-listener. The formation of the optimal sequence of studying the components of educational programs is carried out as a controlled procedure for the solution of test tasks and appeals to the theoretical material of the electronic textbook. The training is carried out taking into account the adaptation to the individual traits of the trainee, the variability of the procedure for studying the training material, and the implementation of remote control at all stages of training.

NETWORK-BASED SIMULATION OF THE RESULTS MONITORING EVALUATION OF ACTIVITY OF UNIVERSITIES

The article presents the results of neural network modeling of the interrelation between the indicators of monitoring the effectiveness of the activity of universities and monitoring of the employment of graduates. The proposed models provide an opportunity to predict the impact of certain indicators of the effectiveness of the university on changing conditions for the success of graduates and identify indicators that have the strongest impact on the effectiveness of the employment process. Since the employment of graduates is the resultant indicator of the educational activity of the university and one of the key indicators of its relevance, the problem solved in the article seems to be relevant. In the course of the study it was possible to build neural network models with a sufficiently high degree of reliability. At the same time, it was found that 57 indicators of monitoring the performance of HEIs are significant for forecasting the proportion of graduates who have found employment during the calendar year following the year of release, and only 3 monitoring indicators are significant for forecasting the average amount of monthly payments to graduates in the first year after graduation from the university effectiveness. Based on the results of the study, a conclusion was made about the impact of modeling results on the relationship between the indicators of employment monitoring and performance monitoring on adjusting management decisions and improving the educational activity of the university.

PROCESSING AND EVALUATION OF MONITORING RESULTS FOR MANAGEMENT OF THE DEVELOPMENT OF QUALITY EDUCATION CONDITIONS

The article reviews models and procedures for processing and evaluation of monitoring results, including student participation, focused on intellectual support of administrative managerial decisions when developing of conditions and corresponding resources for the achievement of applicable regulatory requirements for the quality of university education. The first stage of processing is normalization of factors which characterize the conditions for quality education, indicators of graduate employability and student-oriented monitoring. The next stage is aimed at building the models of integral evaluation of factors and indicators. With the chosen structure of a model in the form of additive convolution, a parametric identification procedure based on the comparison of results of neural network modeling, visual information and subsequent expert evaluation is proposed. Evaluation of monitoring results consists of ranking and clustering of higher education institutions on the basis of integral assessments of education quality. The sequence of steps in the clustering procedure, which determines probabilistic estimates with the use of expert’s views, according to which a great number of higher education institutions are divided into a given number of clusters, is described.

MODELS AND PROCEDURES OF MANAGEMENT DECISION MAKING FOR OPTIMIZING
CONDITIONS OF QUALITY EDUCATION

The paper demonstrates the necessity of forming models and procedures of management decision making for improving the quality of higher education management. The authors examine monitoring results of some higher education institutions effectiveness, alumni employment, student surveys as information resources of such an approach. Structuring of these resources is carried out by means of the indexing theory. In order to implement this multistep procedure of management decision making the authors processed and analysed data through the integral estimation, built ranking arrays and clusterized the educational institutions. As well, the authors used neural simulation of depending the rates of quality education upon the factors characterizing conditions and resources. Optimization models and numeric procedures of decision making providing compensation of the revealed deviations from standard requirements are also developed.

OPTIMIZATION OF TRAINING COMPONENTS IN THE FIELD OF OPERATION OF AIR TRANSPORT ON THE BASIS OF EXPERT ANALYSIS WITH ORIENTATION ON THE MODEL-ORIENTED APPROACH
At present, the requirements to the quality of training of specialists are increasing, which determines the need to restructure the goals and content of training. The difficulties of constructing the optimal sequence of training lead to the need for a model of the content of training, which is a complex structure that includes the components of the system, as well as bilateral and multilateral ties between them. The content of the training is presented in the form of a hierarchical system, the basic task of which is to evaluate higher levels, taking into account the interaction of different levels of the hierarchy, and not directly dependent on the elements at these levels. Each element of the target tree under consideration is characterized by a coefficient of relative importance that determines the proportion of the contribution of this element to the achievement of a goal common to the whole system, which are determined using one of the expert methods, the paired comparison method. Based on the constructed goal tree, which forms the content of training, the main components of the learning process are developed. The sequence presented determines the fulfillment of all the most important requirements to the profile of training the specialist as a whole, as well as the preparation of the necessary base for studying any discipline. Formation of the optimal sequence of studying the components of educational programs is carried out on the basis of the implementation of the algorithm of optimization choice.

DECISION SUPPORT SYSTEM FOR MAKING INDIVIDUAL DEVELOPMENT-EDUCATIONAL PROGRAMME FOR CHILDREN WITH DISABILITIES

Discusses the relevance of developing a system of support of decision-making to build individual development programs for children with disabilities on the basis of criterion of assessment of disability in institutions of medico-social examination. The most important condition for achieving high quality examination is the use of scientific methods of system theory and qualimetry, formal approaches based on the use of problem-oriented software in the form of system of support of decision-making. The article formulates the requirements to the structure and functionality of the system of support of decision-making, focuses on mathematical apparatus, on the basis of which calculated the integral index characterizing an individual medical-social-educational development indicator (training) of a child with disabilities. Visualization tools allow you to build a profile that contains the quantitative characteristic for each criterion. The selection conditions of an individual trajectory of development and education of the child are formulated in the form of production rules, allowing you to make an individual plan of study. Also the system of support of decision-making is entrusted the task of monitoring the achievements of targets of the development and learning of the child. To exercise control it is necessary to organize the re-examination at every stage of learning and to compare the current profile with an initial or previous profile, compiled by the examination. The result of the comparison is the adjustment of the individual program of training and development. The use of formal methods, in the form of software tools provide a well-grounded choice of individual educational trajectories of students with disabilities and contribute to achieving the goal of quality inclusive education in accordance with Federal state educational standard of General education students with disabilities (HIA)

THE MULTIALTERNATIVE OPTIMIZATION IN THE FORMATION OF EDUCATIONAL

The principle of the multialternative choice models of professional activity of personnel training in the field of air transport is considered. The analysis of professional activity through the following categories: activities, job function, competence of the specialist in the field of air operations and the corresponding model of professional activity is carried out. Introduced variables characterizing multialternative choice of models and was given a mathematical formulation of the optimization problem. Considering a linear model of discrete optimization (the problem of minimum coverage), obtain the reduced set of models for a particular activity. The principle of optimal transformation models of professional activity in the components of educational programs. It is based on optimization models that transform the multiple models of professional activity with many components of educational programs. As optimization criterion was adopted the requirement for use in the educational program of the most important models.
