EXPERT EVALUATION AND OPTIMIZATION MODELING OF CONTROL AND OVERSIGHT ACTIVITY ON ENSURING THE QUALITY OF DRUGS

Ensuring the quality of medicines is currently one of the most important provisions of the state health policy. To reduce the risk of receipt of substandard and counterfeit medicines to the population, it is necessary to optimize the functioning of the current system of control and supervision activities aimed at the optimal use of available resources under specified conditions and restrictions. The main form of control and supervisory activities are inspections of objects of circulation of medicines or objects of control. To ensure an optimal plan for the audit, an optimization model is proposed that minimizes the number of objects included in the inspection plan, taking into account the limitation on planned costs and the necessary frequency of inspection of producers at risk. At the same time, the maximum number of tested drugs should be provided during the inspection of each object. A model refers to the problems of the multialternative optimization. A two-step procedure is proposed to solve this problem. A typical problem of discrete programming is solved – the problem of minimal coverage. When searching for the number of dominant solutions to the problem, basic variational procedures are used to obtain several solutions. To select the best option, it is proposed to use expert evaluation procedures. The developed optimization model is aimed at wide application in the work of the regional Department of Roszdravnadzor of the Voronezh region.

MODEL OF DYNAMIC CROP ROTATION ON THE BASIS OF THE BELLMAN EQUATION WITH FINAL HORIZON

The problem of the study is to determine the optimal plan for multiple periods, which take into account the economy of the object of study in a dynamic structure. As a result, this article describes a dynamic model based on the Bellman equation with a finite horizon. The object of the study is crop rotation. By maximizing the net present, expected current and future returns, the modified Bellman equation provides optimal crop planting solutions. This model takes into account perennial crop rotations with a different set of crops. The Bellman equation is a partial differential equation with initial conditions given for the last time instant for the Bellman function, which expresses the minimum value of the optimization criterion that can be achieved, provided the system evolves from its current state to some final state. Using the Matlab package, a dynamic model of crop rotation was simulated. MATLAB uses the CompEcon toolkit for solving problems of dynamic programming with discrete time or with a discrete variable. Given the final value of the current and expected profits, the problem is solved by repeatedly applying the Bellman equation.

AUTOMATION OF CONTROL SYSTEM OF GROUP OBJECT TECHNICAL SERVICE

The article considers the algorithm of organization of engineering and aviation support on the example of the system of group object technical service. The essence of this algorithm is the priority assignment rule. Three priority assignment rules are identified. The first priority assignment rule is for an element that participated in the execution of a previous requisition. The second priority assignment rule is for the element that was last serviced or repaired. The third priority assignment rule is chosen at random. The performance indicators of the group object service system are determined, such as: the average time of preparation of the group object, the average number of unserved requests and the average number of recoveries made in the group object. On the basis of the selected indicators, the comparison of the efficiency of the system of preparation of maintenance systems of group objects with different priority assignment rules is made. It is shown that each priority assignment rule has its advantages. If for a group object there is the value of preparation time, then we apply the first priority assignment rule, but if in the preparation of the group object there is the value of the probability of failure, it is advisable to apply the second rule. At the moment, the third rule is applied in the preparation, which does not require the cost of creating automated control systems.

LINGUISTIC SUPPORT OF AUTOMATED CONTROL SYSTEMS AS ONE OF THE SPECIAL FEATURES OF TECHNOLOGIES OF THE USER INTERACTION WITH THE COMPUTER

The goal of the paper was to examine the issue of linguistic support of automated control systems. In spite of streamlining the process of systems control, the problem of user-computer interaction is still relevant. The article examined the linguistic support of automated control systems in the user-computer dialogue as an underexplored means of ensuring their interaction. The authors offered the classification of linguistic means as ways of maintaining the dialogue between a computer and a human being. They also suggested the language structures whose knowledge is essential for a user. Therefore, the paper considers the linguistic support of automated control systems for building technologies of user-computer interaction. The conditions of the system functioning in the dialogue mode are determined. The paper clarifies the scope and content of the concept “dialogue” as applied to the automated solution of economic problems in modern production. Thus, there were made some conclusions stated that the multipurpose dialogue with the management staff’s computer involves hardly feasible factors as well as circumstances of the current economic situation along with the stuff’s professional competence that affects the linguistic way of user-computer interaction.

ANALYSIS OF APPROACHES USED FOR PROJECT MANAGEMENT IN ORGANIZATIONS

We consider the problem of optimal (at a cost) development of the area, taking into account the restrictions on the required area of residential premises, and on the area of the land plot allocated for the construction of residential buildings. The problem of optimal development of the area was considered for the case of linear dependence of the construction cost on the number of houses of each type. The results are summarized for the case of concave dependencies of construction costs on the number of houses of each type. We consider such special cases when the amount of living space for all houses is equal or the area required for building a house is also equal for all houses. Initially, an algorithm for solving the problem for the continuous case is considered. In this variant, it is proved that the optimal solution to the problem will be a solution in which from the number of projects included in the production program for only one project the number of houses may be less than the maximum allowed, chosen for reasons of architectural diversity. The conditions are determined when the results of this statement will be valid for the integer solution. To solve the problem, the use of the branch and bound method is proposed. The main difficulty in implementing this scheme is the need to obtain lower bounds for the problem being solved. For this purpose, it is proposed to use the procedure of convexing cost functions directed to the execution of the intended production program.

ANALYSIS OF APPROACHES USED FOR PROJECT MANAGEMENT IN ORGANIZATIONS

The paper discusses the features of solving problems related to the processes of project management in organizations. The characteristics of companies using the project approach are given. The formulation of the problem associated with the choice of projects from a variety of alternatives is given. It is demonstrated how the characteristics of the projects are evaluated. The strategy of the organization affects the maximum number of project options possible with the formed portfolio of projects. The methodology and approaches used in the process of evaluating the effectiveness of projects: the method of multi-criteria evaluation, linear programming model 0-1 Integer, integer programming model. In order to effectively manage project portfolios, it is proposed to select a set of parameters from the point of view of which there should be an assessment of projects and their portfolios in the process of deciding on the inclusion of projects in portfolios or in the selection of portfolios. Project optimization models in companies are based on the methodology of operations research. Through a combination of optimization methods and decision-making methods, you can select the desired set of projects that lead to maximum benefit. Restrictions in the formed multicriteria problem can be different, for example technological, resource.

RESEARCH ABSTRACT CELLULAR AUTOMAT INDEPENDENT OF TIME

The relevance of the study is due to the increasing number of computing cores from a single computing device, and the total number of such devices. At the same time, many algorithms are designed to work in a strictly defined sequence, as a result, either part of the computing power is idle, or additional logic is added on top of the main calculations, which not only complicates the development, but also requires additional calculations, the only purpose of which is synchronization between nodes / cores / threads. In this regard, this article aims to identify how to perform calculations without the need for synchronization as such, using the example of the cellular automaton. The leading method for the study of this problem is the mathematical and computer simulation of the cellular automaton, which allows to comprehensively consider the root cause of the need to perform synchronization – time. The article presents a method of describing a cellular automaton, in which all unnecessary entities are excluded, one of which was time, as a result of which synchronization was no longer necessary. Key entities that are sufficient for a full description of the operation of an arbitrary cellular automaton are identified. The applicability of the minimum set of entities is justified by the example of an elementary one-dimensional cellular automaton. The materials of the article are of practical value for specialists in the field of mathematical modeling and information technology.

METHOD OF AUDITING THE PROTECTION OF AUTOMATED SYSTEMS

The analysis of the currently existing regulatory framework and methods for analyzing the protection of information resources was carried out. It is noted that the basis of the methods is the use of technical methods of analysis, which involve the use of both active and passive testing of the information protection system. Another existing solution to this problem is the use of expert assessments. However, both approaches are laborious and often subjective. On the basis of the theory of fuzzy sets, a mathematical model is proposed for auditing the security of automated systems on the basis of which an appropriate method has been proposed. Fuzzy models are considered as a tool for auditing automated systems that process confidential information. As an example of the use of the proposed method, an assessment of one of the information security aspects is considered – the security of access to confidential information in an automated system. The proposed method will make it possible to effectively use the obtained estimates for solving the problem of ensuring the security of information in automated systems. The main advantage of the method is that it does not require complex testing procedures, calculating probabilities, attracting and selecting experts, etc., and can be used to evaluate most various aspects of information security.

TECHNIQUE OF MULTI-CRITERIAL ASSESSMENT OF COMPETENCE IN THE TASK OF FORMATION OF WORKING GROUPS FOR IMPLEMENTATION OF UNIQUE PROJECTS

The article describes an algorithm and includes the automation outcome of one of the core business processes of Dell EMC academic alliance provided educational services in the information technology sphere. Obtained algorithn can be applied in the corporate information system design of organizations engaged in the educational service provision. In order to solve the issue there was system analysis of the organozation based on the system characteristic matrix and the system functional requirements were formed. The choice of the organization management approach and the software system met the functional requirements to the projected corporate information system was described. The organization structure was disclosed and all organization business processes were classified, the business process model “AS IS” was developed, the process bottlenecks were identified and the process model “TO BE” was designed. The business process was executed in the BPM system Elma Community Edition and the data verification was implemented let check the correctness of expected and obtained results. For business process automation there were the graphical tools, C# scripts provided by ELMA Community Edition and Excel VBA macros.
