Guidelines for article review

1. Articles are to be sent to the editorial board of the journal in accordance with the Instructions for authors on article submission for publication in a scientific journal.
2. When a manuscript is submitted to the editorial board , it goes through the initial referral and the verification of its compliance with the subject-matter of the publication and the requirements to the manuscript registration. In case of non-compliance with these requirements the article is not submitted for review. The author is provided a notification about it.
3. In case of compliance of the manuscript with the formal requirements to the publication, the article is directed for reference to a reviewer from the editorial board for the expert assessment. The article can be directed to an independent expert. The authors of the articles or other interested parties are not involved into reviewing process. All reviewers are recognized as experts in subject of the reviewed materials and have within the last 3 years of the publication on subject of the reviewed article. The reviewer is notified about the fact that the article is the copyrighted property of the author. The disclosure or other use of the article contents prior to its publication is not permitted. The review terms are from 7 to 30 days from the date of the article submission for review.
4. Reviews contain objective assessment of the article content and structure, analysis of the article strengths and weaknesses, evaluation of the scientific level of presentation of data.
In particular the reviewer notes:

  • scientific novelty and originality of the results obtained by the author;
  • compliance of the article with the branches of science, which the article is submitted to;
  • adequacy of the source base for the solution of the problem;
  • compliance with the rules of citing and using the results of other authors in the work;
  • adequacy of the used research methods to the object and the subject of the study, sufficiency and reliability of the experimental data presented in the work;
  • contribution of the article structure to interpretation of scientific content of the work;
  • compliance of the title, the annotation, and the list of key words to the content of the article;
  • stylistic features of presentation, correctness in the use of terminology, quality of tabular and illustrative material (if any);
  • compliance of findings and conclusions presented in the article with tasks in hand and obtained experimental data;
  • other advantages and disadvantages of the work.

5. Conclusion of the reviewer is formulated by one of the following options:

  • The manuscript is recommended for publication (in the absence of any remarks).
  • The manuscript is recommended for publication under condition of making recommended amendments in the text (if any insignificant remarks)
  • The manuscript needs to be improved in accordance with the presented comments and re-reviewed (if any substantive remarks).
  • The manuscript needs to be rejected (at that the reviewer is obliged to give reasons for the conclusion).

6. The review is to be signed by its author with an indication of the place of work of the reviewer, his/her position, academic titles and degrees. The signature is to be attested by the seal; the date is to be provided.
7. As a result of the review the article can be rejected, sent to the author for revision, or accepted for publication. The publisher directs the copies of the peer reviews or motivated refusal to the author of article.
8. In case of disagreement with the opinion of the reviewer the author has the right to give a reasoned response to the editorial board of the journal. The article can be directed for re-review or for approval to the editorial board.
9. The decision about the worthwhileness of the publication after the review is taken by the editor-in-chief (or deputy editor-in-chief), and if necessary, by the editorial board altogether.
10. In case of a positive conclusion the editorial board carries out preparation of the article for publication, which is text editing and its fine-tuning to the required editorial standards accepted in the journal. Editorial changes obtain approval from the authors.
11. The article is published in the current issue of the journal.
12. Reviews are stored in the publishing and editorial office for 5 years. Upon request Editorial Board undertakes to direct the copy of reviews to the Ministry of Education and Science of the Russian Federation.

If payment is not made on time, the article will be moved to the MOIT “reserve” status.

Before article publishing payment, the author must go through the following steps:

Step 1. Send all the materials as well as the authors’ information to the MOIT Editorial Board by e-mail. The format of the papers should follow the “AUTHOR GUIDELINES”.

Step 2. Make the necessary corrections according to the editors’ and reviewers’ suggestions.

Step 3. Verify e-mail confirmation to publish your article into the next MOIT journal edition.

Author Guidelines

Scientific articles in Russian and in English are accepted for publications in “Modeling, Optimization and Information Technology ” journal. Only in the case of performing Authors Terms of publication and compliance with Copyright Requirements set by the publisher,the Editorial Board considers the materials received from the authors.
The final decision on the article publication or rejecting is taken by the Editorial Board after its peer reviewing and internal discussion.

Required structural elements of the publication

  • Index of Universal Decimal Classification (UDC) (print over the title of the article on the left)
  • Initials and Surnames of all authors (in Russian and English , the initials – before the Surname)
  • Title of the Article (in Russian and English – Uppercase, Bold)
  • Full name of the organization representing the article
    ( in Russian and English – in Italics)
  • Brief abstract (in Russian and English , 150-250 words, font – Time New Roman, size 12, italics )
  • Keywords ( in Russian and English, 5 to 10 words or phrases, font – Time New Roman, size 12, normal)
  • Body (text of the Article in Russian or English should include the following structural elements: introduction, materials and methods, results, discussion, conclusion).
  • List of references –Bibliography (in Russian or English – Microsoft Word numbered list)

The electronic version of the publication format details:

  • at least 8 pages of printed text
  • one-spaced rich text format (rtf)
  • paper size А4 (210 x 297mm).
  • font color is black.
  • main text standard font- Times New Roman, 14 pt.
  • height of letters, numbers and other characters in tables and figures is size 12 (not less than 10).
  • page layout margins: right – 25 mm, left – 25 mm,top – 25 mm , bottom – 25 mm

List of references is required. References in the text should be specified in ascending order using Arabic numerals in square brackets. All numbers of references in the Article Body text should be according to the sources specified in the Bibliography.

Authors should submit a minimum of two files (author information file and article file).
Author information file includes: Surname (Last Name), First Name/Middle Name, Present Employment, Position, Academic degree and Title, e-Mail address or other contact information.

Procedure for submission and publication of articles:

Materials are provided only to e-mail sсienсejоurnаl@оutlооk.соm in a single zip file (WinRAR, WinZip) attached to the letter.

Upon initial consideration of the manuscript editors performs it evaluation of compatibility with scientific topics of the journal and formatting requirements. An author is informed by email about receiving article for consideration, the possible terms of its publication, or a reasoned rejection, and if it is necessary, recommendations to correct noticed problems.
In the case, authors have received no response from the Editorial Board within a week after sending materials, sending the letter should be repeated.
The article, selected for publication after initial consideration, is subjected to peer-review by Editorial Board members. Upon receiving a positive review from reviewers the article is approved to publication by Editorial Board. If there are comments by the reviewer, the article is sent back to the author for changes. In case of a negative conclusion of the reviewers the article is rejected.
The article approved for publication, is directed for finalization and inclusion in the next issue of the journal.
On average, the Editorial Board makes a decision about Article publication within one month from the Date of Article registration. The editors reserve the right to make editorial and prepress editing. text of articles does not change their basic sense, without author consideration.

Electronic journal “Modeling, Optimization and Information Technology” (“MOIT”) is a peer-reviewed scientific journal, which has been published since 2013. Founded by Voronezh Institute of High Technology (VIVT). VIVT is an independent nonprofit organization of higher education.

The journal is issued four times a year.

MOIT is an online publication with International Standard Serial Number
ISSN 2310-6018.
Since 2013 the journal has been indexed by scientific RSCI (Russian Science Citation Index) and publicly available on the Scientific Electronic Library eLIBRARY.RU.

This helps share the materials more widely and increase the level of publication in the journal.

Impact factor of the RSCI for the year 2017 was 0.730.

The journal does not have a paper version and provides full open access to all its publications. Articles submitted for publication must be previously unpublished and not under consideration for publication in other editions.
Articles, received by the editors, are published after peer review by members of the Editorial Board who are experts in the relevant fields. The Editorial Board has the right to send an article to an independent review.
Authors are responsible for accuracy of the information contained in the articles. When using the journal materials, the reference to the journal name and the author names of articles is required.
Materials are published in author’s edition.
