MODELS AND PROCEDURES OF MANAGEMENT DECISION MAKING FOR OPTIMIZING
CONDITIONS OF QUALITY EDUCATION

The paper demonstrates the necessity of forming models and procedures of management decision making for improving the quality of higher education management. The authors examine monitoring results of some higher education institutions effectiveness, alumni employment, student surveys as information resources of such an approach. Structuring of these resources is carried out by means of the indexing theory. In order to implement this multistep procedure of management decision making the authors processed and analysed data through the integral estimation, built ranking arrays and clusterized the educational institutions. As well, the authors used neural simulation of depending the rates of quality education upon the factors characterizing conditions and resources. Optimization models and numeric procedures of decision making providing compensation of the revealed deviations from standard requirements are also developed.

ISSUES OF STANDARDIZATION OF RESTRICTED ACCESS INFORMATION FORMS IN ELECTRONIC DOCUMENT MANAGEMENT SYSTEMS

The problematic issues of organization of the protected document circulation are analyzed. A functional model of the origin of a standardized electronic document for restricted access is proposed, taking into account the need to place all the requisites in accordance with GOST R 7.0.97-2016. The structure of the project file standard and a copy of the restricted electronic document are proposed. It is proposed to include in the file of the electronic document of restricted access a section containing information on operations performed with the electronic document of restricted access.

THE PREDICTING OF SCATTERING CHARACTERISTICS FOR METAL OBJECTS WITH ABSORBING COMPONENTS IN THE FREQUENCY RANGE

The research urgency is caused by the fact that in the modern dynamic systems modeling and design, researchers do not always have information about its functioning in a given frequency range. This article discusses the technique of prediction of radar characteristics (RС), metal objects containing absorbing components in a certain frequency range, using the information on the scattering properties of the components of these objects. A leading approach to the study of this problem is the use of the apparatus of the green’s function. Scattered electromagnetic field is calculated on the basis of the method of integral equations. When accounting for the absorbing components used impedance boundary conditions. Examples are given of prediction RС in the case where the object falls E-polarized plane electromagnetic wave. Was carried out approximation of the scattering parameters in a given sector of angles based on algebraic polynomial, given the coefficients of the polynomial. The algorithm was developed for the synthesis of the size of the object based on the data predict the levels of electromagnetic waves. Given the dependence of the prediction error values of the electromagnetic field of the frequency bands. The materials of the article are of practical value to professionals associated with the development of complex electrodynamic structures.

THE MODULAR STRUCTURE OF THE SYSTEM OF DECISION-MAKING AND ITS IMPLEMENTATION ON THE BASIS OF MODELS OF MULTIALTERNATIVE OPTIMIZATION, DEVELOPING NETWORKS

The research urgency is caused by the fact that for the present stage the efficiency of the development of the basic systems of life significantly depends on the development of supportive high-tech technological system (e.g., radio telephone communication equipment, digital television equipment, equipment for 3G, 4G technologies). In the multifaceted interaction between them is education related to developing systems (DS). In this regard, this article aims to identify the role of information and communication systems (ICS) (which, for example, is information-telecommunication computer network) as contributing to the structure of DS and assess the possibility of increasing the efficiency of its management on the basis of models and algorithms of multialternative aggregation. A leading approach to the study of this problem is the use of components of mathematical software that enables holistically consider optimization problems of the multialternative aggregation when managing classes of DS. The article presents the structure of the DS and the structure of the system of decision-making in the management of DS. The procedure of forming the multialternative optimization problems of aggregation of primary and enabling systems differ in the way the introduction of alternative variables through multi-dependency of criteria and constraints and allow us to start the algorithm performance find the maximum efficiency of the development of the coupled system when performing boundary conditions for the distribution of financial resource. The materials of the article are of practical value to professionals who are effective way to choose promising areas of ICS development.

THE SIMULATION AND ALGORITHMIC SOLUTIONS OF PROBLEMS IN WIRELESS
COMMUNICATION SYSTEMS IN THE CONDITIONS OF CLOSED SPACES

The urgency of research is caused by that in modern conditions there is a widespread use of wireless networks. When designing wireless networks, a big role for the modeling stage, which includes the calculations of the basic parameters of wireless access systems. In this regard, this paper aims to identify opportunities to use appropriate approaches in modeling the propagation of radio signals in indoor environments, and at identifying possible errors in calculations. A leading approach to the study of this problem is the use of ray tracing technique, which allows to take into account the different geometry of the premises and materials located within the facilities. The article presents the results of simulation program Wireless InSite. The materials of the paper are of practical value to professionals associated with the design of wireless networks indoors.

ADAPTATION OF LINEAR METHODS PROGRAMMING TO THE QUESTION
OF HARMONIZATION OF OPTIMAL PLANS

The current state of enterprises is largely determined by the economic activity of structural divisions, whose activities are decisive in the production of products for various purposes. For more precise coordination of plans, we formulate and consider the possibility of further optimal solution of the problem of harmonization of optimal plans at the economic level, which can be considered as one of the partial productions of the general problem of the relationship between the local and global interests of an enterprise or a company that has been delivered and studied already in the first economic and mathematical studies conducted both in our country and abroad. The decomposition method is associated with the approximation approach used in the development of a multi-step optimization system for prospective economic plans. The optimal plan for the global task is based on variant calculations of the optimal plans for certain collections of local objects, and it is possible to specify a formal method for distinguishing such structures. A specialized method of decomposing a convex optimization problem is also constructed, describing one of the possible approaches to solving some reconciliation problems. The relationship between product prices, resources and objectively determined assessments of global and local problems is investigated, as well as the possibility of using these estimates in the functioning of the economic mechanism.

OPTIMIZATION OF TRAINING COMPONENTS IN THE FIELD OF OPERATION OF AIR TRANSPORT ON THE BASIS OF EXPERT ANALYSIS WITH ORIENTATION ON THE MODEL-ORIENTED APPROACH
At present, the requirements to the quality of training of specialists are increasing, which determines the need to restructure the goals and content of training. The difficulties of constructing the optimal sequence of training lead to the need for a model of the content of training, which is a complex structure that includes the components of the system, as well as bilateral and multilateral ties between them. The content of the training is presented in the form of a hierarchical system, the basic task of which is to evaluate higher levels, taking into account the interaction of different levels of the hierarchy, and not directly dependent on the elements at these levels. Each element of the target tree under consideration is characterized by a coefficient of relative importance that determines the proportion of the contribution of this element to the achievement of a goal common to the whole system, which are determined using one of the expert methods, the paired comparison method. Based on the constructed goal tree, which forms the content of training, the main components of the learning process are developed. The sequence presented determines the fulfillment of all the most important requirements to the profile of training the specialist as a whole, as well as the preparation of the necessary base for studying any discipline. Formation of the optimal sequence of studying the components of educational programs is carried out on the basis of the implementation of the algorithm of optimization choice.

METHODICAL APPROACHES TO MEASUREMENT OF SATISFACTION WITH QUALITY OF MEDICAL SERVICES BY PATIENTS FOR FORMATION OF ADMINISTRATIVE DECISIONS AT THE REGIONAL LEVEL

At introduction in the organization of a control system of quality of the medical care conforming to requirements of the interstate ISO standards 9001 there are methodological problems connected with incompleteness, a fragmentariness of industry normative documents. Relevance of a research is caused by insufficient study of provisions of these standards in relation to branch of health care, need of studying of quality of medical service from a position of the sphere of consumption of medical service.
In this regard, this article is directed to disclosure of provisions of standards regarding measurement of values of satisfaction of patients with quality of the rendered medical services, formations of the corresponding methodical approach.
The main methods used in the considered approach are: a GAP analysis method (detection of discrepancies, gaps), a method of sociological poll SERVQUAL focused on improvement of quality of service of consumers, a method of adoption of administrative decisions. The offered approach allows to realize one of subsystems of a modern control system of quality of medical services.
Criteria of a technique of SERVQUAL are presented in article, display of values of criteria to elements of the organization is shown that allows to estimate a certain type of the relations between elements of the internal environment of the organization and between elements of the organization and the external environment. The received values of indicators of gaps are used at the choice of the correcting and warning actions directed to improvement of activity of the medical organizations.
Materials of article are of practical value for heads of regional governing bodies of health care, chief physicians of the medical organizations introducing the modern control system of quality focused on ensuring availability of medical care and increase in efficiency of medical services.

DYNAMIC ADJUSTMENT OF MULTIPOSITION OBSERVING SYSTEM

Current paper is about problem observation system based on range or range difference measurer. The paper discusses the formulation and approaches to the solution of the two-coordinate task of the exhibition (local coordinate binding) of a multi-position system intended for monitoring mobile objects for various special purposes (underwater, surface, surface, air, etc.). Such systems continue to be relevant both for traditional navigation tasks and for new types of surveillance tasks, for example, navigation of mobile devices based on GSM or WiFi data. The mathematical model of the exhibition problem based on equations of the “state-measurement” type of continuous type and finite-dimensional representations of the method of least squares is formulated. Because of the initial nonlinearity of the problem, it is proposed to linearize it about some support solution that characterizes the a priori notions of the state of the observation system. Attention is paid to the problem of resolvability of the problem from the point of view fundamental resolvability (observability) and resolvability in conditions of instrumental measurement errors. The first aspect of solvability is interpreted by the completeness of the rank of the corresponding system of linear algebraic equations, the second by the conditionality of the problem and the convergence of the iterative estimation procedure. The results of numerical simulation of the problem for typical situations are presented. It is shown that achievable accuracy of the exhibition is sufficient for a qualitative solution of navigational problems.

ANOMALY DETECTION IN SENSOR DATA IN APPLICATION TO THE ANALYSIS OF MARITIME VESSEL MOTION
The article describes algorithms for anomalies detection in the sensory data in the application to the analysis of maritime traffic. The modern vessel is equipped with many sensors, continuously recording the performance of its various subsystems. The collection and storage of such information provide the possibilities of using intelligent data analysis systems. These tasks concern both the issues of ensuring maritime traffic safety (analysis and prevention of dangerous maneuvers) and the problems of increasing economic efficiency (increased fuel consumption) for ship-owners. The onboard sensors can generate numerical data with a frequency from ten seconds for telemetry up to one minute for navigational parameters. Given such a large amount of information, it becomes obvious the need for the development of automated decision support systems. Applied areas of such systems can serve tasks of preventing dangerous maneuvers, predicting maintenance, preventing collisions, optimizing fuel consumption. In the article, the application unsupervised learning for the analysis of navigational data (ship coordinates, speed, course, depth, etc.) and an example of predicting of fuel consumption based on regression models are considered. A description of various mathematical approaches and its demonstration on real data is given. In conclusion, the possible development and improvement of the given methods are considered.
